In an urgent petition, the justice department asked the court to overturn a lower court ruling that had blocked the deployment of several hundred national guard personnel to the Chicago area.
The presiding judge had voiced concerns about the administration's explanation for activating the guard, questioning its explanation in light of regional circumstances.
